Rob Ellis is a senior technology and delivery executive with more than 20 years of experience leading enterprise IT delivery, modernization, and operational excellence across federal and commercial environments. As Senior Vice President of Delivery at Synergy BIS, Rob oversees enterprise delivery operations, technical program execution, and client success across a growing portfolio of mission-critical programs.

Rob brings a strong blend of strategic leadership and hands-on technical expertise, with deep experience in infrastructure modernization, cloud transformation, Agile delivery, and large-scale program management. He is recognized for building and leading high-performing, multidisciplinary teams and for driving predictable, high-quality outcomes in complex technology environments.

Prior to joining Synergy BIS, Rob held senior leadership roles including Executive Vice President of Operations at Rhino.ai, Vice President at ICF, and multiple delivery and operational leadership positions at Incentive Technology Group (ITG). Across these roles, he led full-lifecycle enterprise IT initiatives, modernized infrastructure and cloud environments, and delivered technology solutions supporting federal agencies including the Defense Health Agency, General Services Administration, Government Publishing Office, and the Federal Communications Commission.

Earlier in his career, Rob worked as a systems engineer and IT project manager, establishing a strong technical foundation in database management, cloud computing, data center operations, software development, and CMS platforms. He is highly regarded for his ability to bridge technical execution with business strategy and mission outcomes.

Rob holds a Bachelor of Science (Honors) in Business Information Technology from the University of Bradford (UK) and maintains professional credentials including PMP, Certified ScrumMaster (CSM), and multiple technical certifications spanning cloud, security, ITIL operations, and infrastructure management.
