
Samantha Baker is a Senior Program Manager at Synergy, leading federal IT programs with a focus on modernization, strategic delivery, Agile software development, and mission-aligned outcomes. She oversees cross-functional teams delivering critical solutions for the U.S. Coast Guard, through the VIDA DMS and APLES IDIQ programs, ensuring they meet schedule, budget, and quality objectives.
Samantha is recognized for her expertise in workforce development, program governance, and stakeholder engagement. She has managed teams of up to 95 personnel, supported governance for programs with over 200 personnel across multiple work streams, implemented talent management strategies, and expanded Synergy’s USCG APLES Summer Internship Program, achieving significant year-over-year growth in participation, curriculum enhancement, and post-graduate hiring outcomes over the last 5 years. She also drives modernization of legacy enterprise systems through SaaS and custom-built applications, enabling first-of-its-kind solutions that meet evolving federal regulations across multiple systems.
A former Division I student-athlete, Samantha leverages discipline, teamwork, and perseverance to lead high-performing teams under pressure. She holds an MBA from Marymount University, a Bachelor of Arts in Government from Georgetown University, and is completing a Graduate Certificate in Project Management at Cornell University. She is an Appian Certified Analyst and a recipient of Synergy’s Super Star Performer award.
